Interesting exercise. It has the effect of bringing the vocal tone "forward" where it is brightest, the root of the tongue is in a neutral position, not pulled back. Lots of overtones, too. Good work.
The lips open and close a bit vertically, but only because the jaw is moving a little to accomodate the tongue position. He just wants the participant to not widen their lips for the 'ee' or purse the lips for the 'ooh'. Which is why he's only stabilizing the corners of his lips.
