In case you didn't notice, Penguin cheated in the card game. Zsasz puts down a four of a kind with sixes, and the Penguin plays a straight flush with a six in it. Zsasz is either too distraught or intimidated to do anything about it.

So scary how simple misfortunes can lead someone to becoming so horrible. Scary thing is, this happens in real life too which makes Zsasz a disturbingly realistic and a lot creepier villain than most of Batman's villians.

@shadowfusion1 Depends. For Zsasz, completing his sidequest. Most of the other characters are unlocked by completing rows of the Riddler challenges for each area (Park Row, Subway, etc). Riddler and Mad Hatter are both unlocked by completing their respective sidequests.
