With new version of Vlc 1.0.1 everthing is OK. 0.8.6 was also OK. The 0.9.x series had problem.

That's mostlikely NTSC/PAl conflict.
If your TV is a PAL-version and the video has a NSTC stream you'll get this bug because NTSC has more vertical lines.
Try converting the movie to a PAL standard or get a new tv :)
