There's also UNRWA, who have also been bombed.

That happened in the first daily 3-hour ceasefire. The UN cavalcade and Red Cross ambulances were herded by the Israelis into the main road, whereapon they began firing on them. The UN and Red Cross have since not returned.

I would not be so quick to call sanctions of the *economic* variety at least - trade embargoes and the like. Those punish citizens as well as governments, severely, as could be seen in Desert Storm
