It's a 'pretend box opening stress reliever toy'.
Instead of squeezing a ball you open this rubber 'tear box open' imitation thing and it makes an electronic sound.
There was a rubber pea-pod where you squeeze out the peas and they had a face on them, and a 'bubble wrap' popping one.
Dealextreme sell the Chinese copies of most of these things (yes china has copies of everything it seems).
