The People Who made the American & European version of this game are just lazy ... All they had to do was either do voiceovers ... or Put in subtitles and change the game in general from Japanese to English ... like seriously! It would have sold Millions !!
the editors that cut the this scenes to make the american AC3 should have been killed (and they almost did) they cut also a lot of misions leaving like 36 of them to the game, i don't know the reason though....
That is UPEO's R-505U, it was carriying 1 of UPEO's representitives,Clarkson with info for UPEO battleplans going to defect to Neucom. It has fiona flying the plane.
Its one of the desicion points in the game, if you shoot down the plane or let others shoot it down, you go over to neucom, if you save it you stay with UPEO.
If you shoot it you stay with UPEO, if you join them you will join Neucom along with Fiona and Clarkson. (This was the path I enjoyed the most since I was young and was kinda in love with Fiona haha)
0:06 hmmm so they were thinking about Widescreen Gameplay format since 1999. What about a remake with those graphics or better for PS3 and X360? =D

The shot down plane has the same design as the Arkbird from Ace Combat 5 (minus a fancy looking tail)
