The c.db~f+K Hienshippuken is relatively safe if blocked, and as for the dive kick, I pressed the wrong version, once again it's actually really safe and it builds meter. You should watch how Jon uses his Robert's air.qcb+K, most characters cannot punish him.
Random Hienshippuken from close range is pretty pointless though, you're leaving yourself open if the opponent can react in time, and even if its blocked it doesn't give you any frame advantage, ur better off just sticking out a light normal =s
Why do you do stuff like Robert's dive kick from full screen range and his hcb B/D? from close range...they serve no purpose.

Oh ok , I like to use it to bait as well.

It's incredibly fast in this one and deals decent damage. It's quite hard to punish in this one, easier than the dive kick, but still hard.
