This mv's been around for 5 years and i love this song but i didn't know either who she was. Here's the result of my instant research for ya. Her name is Noh Hyejin, 25 yrd old (was 19 or 20 when filming this mv), and she's not actually a celeb but nearly an ordinary person who once worked as a model for some magazines during her school days, which she seems to have quit now.
