Could the system be better and more effective? Of course, but it would be folly to think that the government could be that answer because the minute you give them that inch they will take a mile and so forth.

Parents need to start researching products. Being that realistic violence in videogames is no longer a brand new thing, I can see the nativity reducing itself naturally over time.
I highly doubt the government could do a better job regulating that the industry is already doing for itself. There's a few quirks here and there, such as the vast difference between even Halo and GTA, but it's far from bad. Plus, children mature at different rates, and using age is arbitrary.
@neverchris I fear that increasing regulation would eventually begin stunting creativity. Not necessarily with your GTA titles, but more like your Personas and Resident Evils. Parents need to be more heavily educated and I think the key point is that as a society, we need to start shunning and shaming parents who refuse to self-educate, rather than the direction society is currently going in, where we're all afraid to judge.
I agree with WL07, it's all about the parents teaching their kids the difference between reality and fiction. Like WL07, I grew up playing MK, RE, Etc. Watching stuff like DB and whatnot, and never have I had the desire to randomly deck someone in the face. Have you heard the story about the 12 year old kid who played a shiton of violent games? They took him, taught him how to shoot a real gun, and when he did he was scared shitless, prooving that video games causing violent behavior is BS.
If they ban violent videogames, they should ban Star Wars and Huck Finn. Go read the first three chapters of Huckleberry Finn (1885) and tell me with a straight face that videogames are the reason kids are violent.
And don't get me started on artistic vision in videogames, like Heavy Rain, Mass Effect (and anything else made by Bioware), Shadow Of Colossus.
