1. It takes a lot of time and money to actually do DNA testing on multiple condoms, and no police force in the world is going to waste that money over prostitution when they got bigger crimes to focus on.

2. Just because there are condoms back there doesn't necessarily mean it's the result of a hooker and a john doing business. Maybe there is a young teen couple hiding out there from their parents. It's still illegal to have sex in public, but you gotta go back to point 1.
