@shnazer1 Of course, you can't even run through the whole level (without bunny-hopping) in 15 seconds without shooting anyone. Around 12.00 the mission will be cancelled and you're pretty much just jumped down the building. One way to get 15 seconds is to play co-op, but I'm not shure if this is even possible. The other way is to play "The Pit" in the campaign, because you get a bonus for accuracy. I did it solo in Spec Ops. And if I made an mistakes above, I'm sorry (I'm from Switzerland).

faster method - pick up the M9 and USP tac knife. run through first half with the M9 till you need to melee, before you you melee, switch to tac knife, knife him, and shoot the rest with the USP

i think my best time was about 24 secs. i did it with the usp.45 and the m9. you basically have to do a shit run so he will put the pistols out but it works. plus with the usp.45 you get the tac. knife so the melee part is easier. so with practice and having the right angles there are like 3 spots where you can take down 2 targets with one bullet.
