That animation is great. According to John K, Kent Butterworth did it, which isn't surprising. What IS surprising, considering that it's Filmation, is that the written joke is pretty funny too.
Here's most of Kent's reply, dated 11/26/2006: "Yes, I animated that scene. Eddie storyboarded the scene and he got in trouble because the producer said it couldn't be animated. I had recently been promoted up to "full animator" and volunteered to do it. It took the better part of a week to animate - because it's pretty full animation (Filmation wasn't set up to do full animation - they were budgeted for very limited animation, and the scene really couldn't have been done limited."
@timkelly : I don't know about that. There was some pretty impressive animation for Filmation cartoons like He-Man and Tarzan. Especially when He-Man was picking up a boulder or something and throwing it. Maybe for the goofier cartoons animation was limited, but for the more serious ones I though Filmation did a fantastic job. That's just me.

I meant to say that the wild takes were more bizarre than funny...much like all the other aspects of this and Filmation's contemporary Tom & Jerry revival...
Damn, I know this is 12-13 years before Ren & Stimpy, and about 8 or 9 years before "The New Adventures of Mighty Mouse", but this looks a LOT like REN & STIMPY artwork!!

The stretching noise at 00:33 currently made a comeback in Nickelodeon's flash cartoon, EL TIGRE (2007).
There is another wacky cartoon from the 70's. It is called QUASI AND THE QUACKADERO.
