here's a much much simpler way:

1) go to ww.joystiq.com/2007/06/15/wii-­cursor-theme-for-windows/

2) Save the file

3) Open the file wherever you saved it and Extract it to C:\WINDOWS\Cursors ((My Computer>Local Disk (C:)>Windows>Cursors.))

Once that's done, go to My Computer.

On the left under System Tasks there should be Other Places. In that category click Control Panel.

Now click Mouse

In the mouse properties click Pointers and now you can browse your wii cursors!

Lol. But I didnt have to do the compreesed folder thingy. Just made a new folder on my desktop, right click extract to specified folder, then chose the new empty folder I had just made. Then on control panel thing i clicked desktop>Wii Cursors>Open and then selected which cursor for each setting... it was easier than it sounds lol.
