'Pretty' isn't how I'd describe it - moving, poetic, sad. No song quite like it IMO, not even for Dylan - even the lyrics are coming from a different place.
It 's from the 1985 album Empire Burlesque. Dylan needed a song to finish the album and encountered a woman he knew named Sarah Bernstein in his hotel in Manhattan (I've seen no indication that she was a prostitute): "blue circles around her eyes, black eyeliner, dark eyes". So the song would have been written 1984/1985.
