The Welkynd Stones u have there r a simple way to fully recharge ur magicka when it is low. They light up because they are charged with magicka, and if your magicka is at its maximum it will remain charged and you will not be able to use it. However when you've used the stone it will lose its magicka and sell at a lower price. As for your problem finding a potion merchant, try the Mages Guilds, some of them, not sure which ones, but quite a few members will be Alchemists, like the one in Bruma.
The people are rude to you because they have a low disposition towards you.
Go to the Imperial City market district to find an alchemy shop (or a "potion shop" as you call it).
Go to your quest journal and click "map" to automatically find your quest arrow.
