@twochordcool He's not trying to argue that they aren't the same thing. Luntz is the top republican spin doctor, he is simply trying to advise the republicans on what terms to use. He rightly pointed out that capitalism has negative connotations whereas free enterprise hasn't.

The "Free Market System" means the banks are free to take your house after one missed payment, Republicans are free to cut your social security, and company's are free to impose a wage freeze for years and years while the CEO gets a million dollar bonus.
