Each dog is different, just as we are. Treats don't ALWAY'S work.
When a dog "shuts down" from fear and "fight or flight" kicks in a lot of times their eagerness to eat/ hunger shuts down as well.

what you say is true, but food is a good indicator of how fearful the dog is feeling
