You can look at those lyrics in two ways. "Illuminate the 'no' on their vacancy signs."

This could be a picture of a 'no' lite up or it could mean that they are going to turn on the 'no' on a vacancy sign but the sign has to be off to do so.

Depends on how you look at it.
