A small picket fence around the roof,Would deter the Hawk from perching there,If your pigeons dont feel safe in their own loft,You have lost the battle.

The CD May work better if it hanging.Not laying flat. When hanging it will reflect the sun and will bug the Hawk eye..Hang a couple of them around and let see it it make a change..
