Dylan stole the music of Blind Willie McTell from the traditional tune called St. James Infirmary, popularized by Louis Armstrong in 1928. And yes, Bobby is one of the biggest musical thieves to ever reach the spotlight, which is the fundament for his idisputable greatness.
As for Guthrie, Bob only took the style of his first three albums from him.
I fail to see how he's mocking Dylan. I also doubt that he WOULD mock him. I reckon he'd be more likely to pay tribute to him. Just my opinion. Anyway, you try writing a song that doesn't sound like any other song ever written and see how far you get! I think it was Neil Young who said that there are only seven songs and the rest are just variations of them.
