you can shut down your own regardless if you have a firewall, but when you tracert a website and use one of the IP's that pop up, its not "someone's" IP, its one of googles homepage IP address'

which have insane firewalls so you cant shit down one like that, what will work is if you have another personal computer and change the firewall settings you can shut down their's
