This song is on the verge of entering the public domain since it was written in 1924. It should have already been there, except some greedy music publishers and record companies got Congress to extend the copyright beyond the original 70 years.
No this is not about vampires but about a vamp. Vamp was 20's slang for a woman who was a seducer of men. Vampires were around at this time, have you seen the old silent film "Nosferatu"? That vampire is quite scary and then you have Bela Lugosi about ten years later.

Film Forum (New York City) revived Belle's feature film "Song of Love" (Columbia Pictures, 1929). Needless to say, Belle sang gloriously, and her acting was equally good. I hope the film is made available so the rest of the world can experience Belle Baker. The audience loved it.
