No, Houston is the taint of Texas. It's what happens when the only culture a city has is determined by dumb rednecks who inherited a bunch of land which they stole from Indians and all they care about is football and building ass ugly architecture.
First of all the term "Indian" to describe Native Americans is something an uneducated person would use. I've lived in both cities and there are differences between the two cities but neither cities are considered "redneck" towns. Austin has it's flair but Houston by far has much more culture. The city is known for business and it gets business people from all over the world everyday. The cuisine is more diverse. The population of Houston is more ethnically diverse as well.

Mostly white kids in their freshman years who feel guilty after watching Dances with Wolves go around whining about that sort of shit. You obviously know nothing about fashion. The Rat Pack? Of course dressing in suits is stylish, but do people dress up in suits while walking around town, I don't think so. And, 'BTW,' thrifting is still in, it's cheaper, and you look original, not like everyone else in their Hollister, American Eagle, and Abercrombie clothing.
What I'm trying to say is, 'style' used to mean something. Now, it means something else, obviously. I just would never have considered people dressing like bumbs to be 'stylish'. But hey, what the fuck do I know. I guess things are different in Austin. Where I live, grunge/thrift-store look went out back in '90s. Today, young & old tend to dress 'up' when they want to look good or stylish. Vintage is still in, it's just that nice, sharp vintage, not hand-me-down rags, t-shirts, & holey jeans.
Style does still mean something. Maybe you need to revisit the definition of style because apparently you don't know what it means. Every region has their thing. Austin is known for it's music and art scene so yes, the people and their styles are going to reflect that.

The good part of Austin is downtown! Interesting people, interesting music bars, interesting museums, great cafes, restaurants, etc.
Go downtown often and keep the culture alive!
