Michelle Rodriguez agreed she'd only be on one season of LOST, and Cynthia Watros left to pursue some other project that fell through. So either way, Ana Lucia and Libby would've died. the conditions were that michael had to release Ben. nobody said anything about him murdering Anna Lucia or Libby for that matter. Ben did not ask him to kill Anna Lucia. as Quoted in 4x08 "Meet Kevin Johnson." Michael could have just sent Anna Lucia away without killing her. there were other ways he could have handled the situation without murder.

Ben makes it clear to Michael in Season 4 that The Others did not ask him to kill Ana or Libby - they simply told him to release Ben. It was Michael's personal choice to murder Ana & Libby before releasing Ben.
