This crazy mix of good J-Pop, an over-sounding guitar, and a psichedelic epileptic wild british tv show is what in Brazil we would call a "Samba do crioulo doido" ("crazy crioulo Samba"), wich means you mixed things that have absolutely nothing to do with each other, but the result can be sometimes still enjoyable. :-)

A long canceled (and in it's day pretty successfull) British "youth" show called the Word.

I think this clip will date from 1995 as that was the year Twiggy Twiggy was released as a single in the UK.

Thanks for posting TaggleElgate, I've been wanting to see this clip ever since.
