It's just ridiculous the army trying to claim that. You look in any local paper over a week and you will see a story of a soldier being awarded a medal in a ceremony. The paper will identify the soldier by name, rank, regiment and even what area of the country they are from.
I have a mate who was in such a story and it clearly had a photo of him being awarded the medal by Prince Charles along with all the identification of who he was.
Yet the army are worried about security?

There is no right to privacy in a public place. If the army did not want to be filmed they should not wear their uniform in public.
You should have also asked what act, and what section of the act grant the police powers to stop you filming or remove you from the area.
