The event was the The Alfred E Smith Charity Dinner. Smith was governor of New York in the early '20s and was the democratic candidate for US President losing to Hoover in '28 and lost the nomination against FDR in '32.

And he was a Catholic and but yh foundation/charity dinner was started by the archbishop later cardinal (thus the "priest" in the video) who started the dinner to teach others about Smith accomplishments/inspire new politicians and the monies go to health causes/charities.
