Actually they have the egg app and also the match-up app for D/P. Most people think they are only through a cheat but you can get them without a cheat involving the houses by the trainer cafe that's open until 11 by Pastoria Town.

Well then you most likely hacked the game to get the Matchup Checker, because the only way to get it through Diamond and Pearl was through a Nintendo Event, and it's a pretty small chance you actually got one from a Nintendo Event.

So yes, it's not a New addition, but there wasn't really any way to get it in D/P without the Nintendo Event.
