In fact, his role over the first season seemed to gradually diminish as Sipoowicz got more storylines and became the dominant character.  In fact one of Caruso's contract demands at the end of the season was more emphasis on Kelly and less on Sipowicz, yet he also had a seemingly contradictory demand of more time off to do movies.
