To me it sounds like he said "certainly Iraq has HAD a nuclear wepons program", which is actually true. It is fairly evident that Iraq was indeed constructing nuclear wepons before 1991 gulf war. There are pictures of Saddams calutorns destroyed in the 1991 gulf war, and the only function for a calutron is to produce weapons-grade uranium.
