I once watched a collie try to herd horses. It worked for a minute, until the horses decided they were superior. They started chasing him and that dog was really moving! You could almost see the horses laughing.
I think that once horses understand that a domestic dog is not a predator they really consider themselves above them, even good herding dogs. Horses have figured out that if they don't move they have pretty much taken all the dog's power away. I have a border collie that tried to herd my most aggressive horse, one small charge and a nip later my dog now leaves him alone.
