The film was made at a time of job losses in car manufacturing and economic turmoil which resulted in disaffected kids who had no jobs as there wernt any and probably were sacked by the large companies who still made millions. The film also is pointing the finger of blame at America as they had economic dominance in Korea at the time of this unrest, ie for example, people were buying American cars instead of Korean ones.
