I think you're mistaken in saying this theme was never used on the show. I distinctly remember hearing this theme when the Buu Saga started. I can even remember the visuals that went along with the song cues ^^

i do have to say kai's soundtrack is not really good.  this is what makes dragon ball z, the fights and power up scenes are not the same without bruce faulconers soundtrack. the orchesteral pieces are good for very few moments in kai. the soundtrack is so dull that i swear the soundtrack has been looping since the first 10 episodes.
