Taxing carbon content is about as close as you can come, let the free market figure out what non-carbon energy source is best. Trading in pollution, Capping pollution, giving pollution rights, giving money to "my favorite solution" is not a free market.

It's important to look for several things in a climatologist: area of expertise and sources of funding to name but two. Few climate change deniers are experts in the area, e.g. Freeman Dyson. It may surprise you to know that US global warming gases decreased during the Bush administration. If it not for the 15.5% increase during the Clinton-Gore Administration we would be at 1990 levels, as required by Kyoto.
