It's definitely the same guy. Jason Mewes IS Jay. Kevin Smith based the character on him, even to the point he had to fight the studio bosses to get him in Mallrats, because they wanted to recast Jay, and Smith didn't want anyone else in the role.

He might look different here because he had come off Heroin/Oxycontins/Other drugs when they shot this. It was part of the deal Kevin Smith made with him. If he got clean, they'd do Clerks 2.
