Lol Pang Tong was compared to the Phoenix, because he was Kong Ming's cousin. Kong Ming was not recruited into the Shu kingdom until the middle of the war, really. The Dragon, in China, is symbollic for a Heaven's blessing and resembled good things like rain. Liu Bei, being the kind hearted and people person he is, is best represented by the Dragon.
