I didn't know they do that either. On newer western A/C, TRs are guarded by wheel spinup switches or squat switches, so they cannot be deployed in midair. Pretty funky, you certainly wouldn't get that certified nowadays.
I heard the Russians developed that technique for this aircraft as it enters ground effect on flare and can float down the entire length. Other than use reverse thrust, they would have to fly the nose to the ground. I've seen then do that here at BDA.

i think as long as the throttle is to idle thrust reversers shoud deploy in some airplanes!

@RHCP9181 if they did that it would be harder to perform touch and gos, it may be harder to abort landings also if the aircraft has touched down

not true. russia had a specific other type of jet that can deploy the reversers in mid air to make a rapid decent.... forgot the type though.

They only deploy them by about 30% in mid air, to help add drag, and all that. then when they touchdown full reversers are deployed.
