I think insurance cover C.I. because it actually do help you hear more variety sounds that hearing aids don't help you hear. with hearing aids I don't hear many things but with C.I. i actually hear things more clearly, more things that hearing aids doesn't pick up at all. That is my guess why insurance will cover full pay for C.I., but not for hearing aids? Just an idea
