It's not the wound strings that hurt on a heavy gage or bass (Unless ofcourse you have a huge action and you have to sit on the string to get it to touch the fret =P) it's the high E B and maybe G (if you dont have a wound one) as they cut into your hand when they're 15's or above

yah when you tune low, you use heavier gauged strings, and you CAN shim the neck and adjust the truss rod
