In the operetta, The pirates are really Lords which is why they are dressed that way...

@bujurpb Yes, but that's only unveiled at the end, they're meant to at least look like pirates throughout. If they look just like random characters from a fancy dress shop I doubt General Stanley, his daughters or anyone else would believe they were pirates.
