No One ever know that who build the other body for Sigma at X5. It cannot been Dr Wily since He is dead and already 100 year's before. It is still remain a mystery.

The Virus gave Sigma power. It built this body and the Gamma body for him.

Some theories say that the Virus had some of Wily's conciousness in it - it came from Zero, so it's completely possible. Others state there have been Reploid/Maverick bodies with Wily's mind - Serges and Dr.Isac are the evidence for this.

@Drathmoore Sigma said he talked to Zero's maker. I believe that Light and Wily travel through time or someone did and tell Dr.Light to make capsules for X. So they prob told him X will go through here so place a capsule here dormant for 100+ years then X gets it with a msg. I don't know that's what I think happened.
