I lived there for a year. Moved from Minnesota. It is funny how people react to the snow there. I was blazing past giant SUVs that had 4x4 in my little Jeep. People would literally get the hell out of my way when they saw my little jeep with Minnesota plates. Traffic is slowed down by everything but overcast weather. Sunny weather 10 minute delay, Rain is 15-20 minute delay, Snow, 30minutes to 3 hour delay. Took the bus in a snow storm. Waited 5 hours for my bus that runs hourly.
What do you expect. Not a single one of you can drive in any condition in this state. The only reason traffic flows North/South, East/West is because out of staters show you knuckle draggers how to drive.
Five years I've lived in this state now. Rain is the Boogie Man to Western Washington drivers. Oh no! H2O is hitting glass.

@pastorgeorgem Doubtful they're CA implants.. Seattleites drive like they're terrified of getting to their destination. It rains, they freak out. It snows, they freak out. It gets sunny, they freak out... Everyone I know up here who has driven in another major city says Seattle has the worst, most clueless, fearful and hesitant drivers they've seen.
I didn't drive much til I got up here, but I'm inclined to agree.

I remember driving in Bremerton in 1994 in a blizzard. Hug the curb, in low gear, with a couple of rims in the back of the truck. No problems.
Guy in the 4x4 went sailing up the hill right by me... and then slid all the way down the other side. Oops.

I lived in Seattle over the last 5 years and this snowfall is very rare in the city.
Seattle's location between two body of water prevents snow from falling in the city.
