Croatia, Slovenia didn't win any war, the Empire saved them. Bosnia pretty much lost the war - even its supporters acknowledge that. NATO is not enforcing anything under the umbrella UN because everything NATO has done since the 1999 has been contrary to UN legislation. America tried entering into a war with Serbia under the umbrella of UN, but when China and Russia Veto'd they used another puppet which is NATO. Kosovo declared independence contrary to UN legislation. NATO is an empire not a peace keeping force.
