"Hijaz" is a maqam, a Middle Eastern scale or mode. The names given to maqamat (plural of maqam) are often geographic or ethnic, e.g.: "Nahawand" (city in Iran); "Kurd" (the ethnic group); "Ajam" (Arabic for "foreign"). Compositions throughout the Middle East and North Africa can use these scales, which don' t necessarily have anything to do with where the composition is from. (The names are sometimes different in different countries.)

This is actually not really Moroccan. The Hijaz is a place in Saudi Arabia and this si the tone that Jews of the heritage from there use fused with some morrocan.
