As far as I know, Marisa at first pretends to help Cirno, but instead of really helping her she makes her look retarded instead, for the sheer fun of it (witch... what would you expect?)

She then feels guilty (I think) and decides to really help Cirno, but due to Aya (or maybe Mystia?)'s intervention, in the end it didn't even matter...

Notice also that while bad at it, Cirno can read and write. Many people on Gensokyo can't, such as Mystia. So Cirno is not the top baka of Touhou =P
