when reza shah started his rule, he faced somalian like/afghan like situation. No water, electricity, education, transport, rails, highways, women right nothing existed in Iran because of qajar monkeys. Local warlords were ruling and robbing businessmen. Reza shah faced this situation so he had no time and Iran had no power to be independent in that time. He fixed all this problems, killed the robbers and settled the tribes and united Iran.
