He first needed to charge due to rainfall, and kyogre is sp defence wall and groundon is a physical attacker, If solar beam would have hit, kyogres hp is very high with his sp defence wall, groundon with a low sp atk would have done at least close to half way, so he wouldve need 3 solar beam hits to kill kyogre. Oh, the fact that sheer cold didnt miss, groudon lost no matter what he did, just saying
