Well I kinda know how to use After effects somehow. I don't know about Premier Pro though. I'm gonna need help on that. Might as well search about that.
Looks premiere to me. But After Effects is a billion times easier to do this sort of stuff. In the second you intend to do anything 3D, load up after effects.

Not really...
After Effects is more about the effects.
Premiere is more with rendering and stuff.

After Effects is a visual effects, compositing, and motion design program.
Premiere Pro is SD and HD video editing software. Both work well together if you know how to use them.
