It wasn't his head that smashed the window, it was his outstreched arm. Shit happens. It dosn't mean the cop was intentionally using excessive force. The guy did have what appeared to be a beer in his hand, so there is the posibility of public intoxication. I believe the cop acted appropriately to a situation where he had no back-up or knowing of the personals mental faculties. It probably surprised the cop when he realized that wasn't plexiglass! Give him a break, he didn't beat the guy.

I've seen alot of cops over step there bounds on youtube videos, but this one was doing the best he could given the situation. I don't think the cop had any intention of the man getting hurt. The only part I'm not sure about is the initial grab of the suspect (the broken window was just consequential).
