Central planning isn't going to solve the problem. Bans especially will do more harm than good. If you really want to get rid of these jams you can privatize the roads, or, if that's too fast for you, you can get rid of stop lights and let the people think for themselves when they drive. A few countries in Europe have tried this and it's been doing very well for them. They also save money on not having to operate the lights. You have to love that.

Here in Mexico most our roads are in spanish hands and very expensive. so so 10% of that trafic goes there and the 90% is stuck in normal roads. you need to answer in 2 ways first answer is now and that only could happen with central planning. second a long term answer that should mean a totally new reinvention of urban transportation. totally new types of cars trucks etc.

Want to solve the problem? Do this. Start with days certain cars are not allowed on the road. Do it with a number system. License plates ending in 0 to 3 are not allowed on the road on mondays. 4-7 not on the roads tuesdays. If the people are caught on the road take their car. The metro is very good, they can take it one or 2 days a week, it won't kill anyone. Service vehicles cabs are exempt. That'll solve your problem.
